What “observed” means
For most federal employees who work Monday through Friday, a holiday on Saturday is observed on the preceding Friday. A holiday on Sunday is generally observed on the following Monday. The actual holiday and observed date remain separate entries.
Federal holidays and popular observances
Popular dates such as Halloween are labeled as observances and do not become federal holidays. Inauguration Day applies only to eligible Washington, DC area federal employees; the Saturday occurrence in 2029 has no substitute weekday. State, local, school, and private employer schedules can differ.
